IV. Set time period: If the goal is achieved within a certain time, then it is considered praiseworthy. This becomes more important in the health sector as there cannot be a long wait to improve the health of the afflicted population or individual.

V. Proper utilization of available resources:
Sometimes we lack sufficient resources to implement health care program and we have to achieve health related goals only in available resources.
