Ensuring affordable and accessible medicines to the poor is the priority of the government. Generic medicines are being made available at nominal prices through the Pradhan Mantri Jan Aushadhi Kendra opened under the National Health Policy (2017). The Jan Aushadhi Store is also providing the facility of free medicines to the poor with cheap screening.

 


Policy focus on Divyang community



Before 2014, only 55 camps were organized for the differently abled, whereas over 6000 camps have been organized in the last four years. Different people have been subject to neglect for a long time and the Government of India has given policy attention to the Divyang community with initiatives like Sulabh Bharat.

 

Continuous budgetary increase for tribal welfare


In the Union Budget 2018-19, it is proposed to increase the allocation for the Scheduled Castes category. The allocation of funds for Scheduled Castes (SC) and Scheduled Tribes (ST) was increased to Rs 56,619 crore and Rs 39,135 crore respectively. In the earlier budget, the Government of India for tribal welfare. Constant budgetary growth. Increased from 4827.00 crores in 2016-17 to 5329.00 crores in 2017-18.

Special attention to tribal education


In the last three years 51 Eklavya Model Residential Schools were formed. In 2017-18, 14 such schools were approved for which an amount of 322.10 crore was released. Now the Ministry has sanctioned 271 such schools from 190, due to special focus on tribal education, 51 EMRSs were started in just three years. At present, more than 52 thousand tribal students are studying in 161 EMRS schools in the country. Not only this, the government has approved 72 new EMRS schools in the last three years.

 



The government has started work on its biggest scheme to benefit the poor and the lower classes in the country. Under this, about 50 crore people working in the unorganized sector will be brought under Universal Social Security. The Ministry of Labor was engaged in preparing the scheme for this scheme for some time. This scheme will benefit those people who now run roti-roti through hard work, daily wages or farming. The government will give pension to such people, if sudden death or disability comes, then they will also get compensation. Also, people will have the option of medical expenses and unemployment allowance.

 


Approximately Rs 2 lakh crore has been estimated to be spent to implement this scheme for the lowest 40 percent population of the hard working class in the country. This section will not have to pay any money on its behalf in the scheme. While the remaining 60 percent of the population will have to pay some share from their own pockets. Under this scheme, every person will be given a universal social security code. At present, this scheme will be for the poorest sections first. Later, in 5 to 10 years, 50 crore people will have come under its purview.

 



Health insurance for the poor-THE BOON


Ayushman Bharat Yojana is proving to be a boon for the poor and helpless people. The scheme, launched by the Prime Minister from Ranchi, the capital of Jharkhand on 23 September, has been planned by targeting around 50 crore people in the country. The scheme has been launched with the objective of providing better healthcare and treatment to the poor and deprived sections of the society. Under the scheme known as Modi Care in the world, 10 crore poor and middle class families i.e. 50 crore people of the country will get the facility of medical insurance of Rs 5 lakh per annum. For this, the government has also planned to strengthen medical facilities across the country, under which 1.5 lakh wellness centers are being opened. Under the Ayushman Bharat Scheme, 1350 diseases are being treated.

 


Regeneration of backward districts


This is an indication of how serious the government is for the welfare of the backward and poor; It is from this that the government has firstly planned the development in the 100 most backward districts of the country. The NITI Aayog will work in collaboration with the rest of the concerned ministries on this plan. It is not hidden from anyone that what the most backward districts mean? These are the districts where Dalits and Adivasis generally have more population. That is, the government's eye is on the upliftment of the needy.

 



Choice of impure fuel



Since the launch of Pradhan Mantri Ujjwala Yojana on 1 May 2016, 5 crore 58 lakh 32 thousand 496 women of BPL families have got LPG connection till 01 October 2018. According to the WHO report, the smoke inhaled by women from impure fuel is equivalent to burning 400 cigarettes an hour. It was also estimated that around 5 lakh deaths in India are caused by impure cooking fuel. In fact, India has around 24 crore households, of which 41 per cent of the households i.e. about 10 crore families were dependent on fossil fuels till the beginning of the scheme. Now, with LPG connections, the government has not only ensured the health of five and a half crore families but empowered women in other ways.

 


Freedom from open defecation


Open defecation is a major problem in the country. In particular, there was no talk of the poor to build a toilet. The total number of toilets built from 2014-2018 is higher than the total toilets built between 1947-2014. On October 2, 2014, rural sanitation coverage was 38.7 percent. By October 01, 2018, rural sanitation coverage crossed the 90 percent mark. More than 5 lakh 04 thousand 316 villages have been declared Open Defecation Free. It is worth mentioning that the household toilets built during the period 1947 to 2014 were 6.37 crore, while 9 crore 17 lakh 11 thousand 152 household toilets have been constructed in four years till October 01, 2018.

 


Special attention to the death of the families of poor people


On May 9, 2015, the government has launched an important revolutionary scheme in the event of death of family members. Under this, there are two insurance plans of Rs 12 and Rs 330 annually, which are very important from the point of view of social security. As of June 25, 2018, 13 crore 53 lakh 41 thousand people have been linked to Pradhan Mantri Suraksha Bima Yojana. At the same time, 5 crore 47 lakh people have been connected under the Prime Minister Jeevan Jyoti Yojana till October 1, 2018.

 


Facility to make houses of poor



Under the Pradhan Mantri Gramin Awas Yojana, there is a plan to provide pucca houses to one crore poor by 2019. Whereas in 2022, two crore poor have to be made permanent homes by 2022. This ambitious plan of the government is being implemented on a war footing. For this, the government has gathered on a war footing. June 25,


As of 2018, one crore houses have been built under the Pradhan Mantri Awas Yojana. It is evident that under the Pradhan Mantri Gramin Awas Yojana, basically Dalits, backward and tribals will get the benefit.

 


Safe Motherhood Campaign



The Prime Minister's Safe Motherhood Campaign (PMSMA) started in the year 2016. Through this campaign more than one crore women have been benefited so far. According to the Union Ministry of Health and Family Welfare, over 1 crore women have received the benefit of PMSMA. Under the scheme, pregnant and lactating mothers are given a cash incentive of Rs 6000 in three installments for the first two live births. 



The budget size of 'Pradhan Mantri Garib Kalyan Yojana' has increased to more than one billion rupees, under which about 80 crore beneficiaries will be provided relief as free ration till next month.

 


The pressure of patients on government hospitals is high, so private institutions will also have to take part in it and the government will have to work on infrastructure by increasing the budget on health.

 

Increasing the number of hospitals and health centers by strengthening the infrastructure and taking all the state governments into confidence are the biggest challenges in the way of implementing the above schemes at the ground level.

What is Corona Kavach Policy?

About  IRDAI Approval

 


Amid increasing cases of corona virus infection, IRDAI had asked general and health insurance companies to present Corona Kavach Health Insurance Policy by 10 July. According to the guidelines of IRDAI, for a short term the policy can be for three and a half months, six and a half months and half past nine months.
In view of the rapidly increasing cases of corona virus in the country, insurance sector regulator IRDAI  allowed health insurers to introduce "Corona Kavach" as a group health insurance scheme policy.

 


Insurance regulator Insurance Regulatory and Development Authority of India (IRDAI) has taken a major step to provide relief to the common people in view of the threat of Corona virus. Health insurance companies were also allowed to introduce "Corona Kavach" as a group health insurance scheme policy.

 


What Insurance Companies Believe



The insurance regulator believes that this will help the public and private sector companies and other business units to provide insurance cover to their employees to avoid corona. According to insurance companies, the short-term individual corona kavach health insurance policy launched on July 10 amidst the corona virus epidemic has received a good response from the public.

 



What All 30 General Insurance Companies Offered

 



All 30 general insurance companies have offered this policy for a short term. The Insurance Regulatory and Development Authority of India (IRDAI) has said in a circular that in this case standard group insurance policy will also prove to be very useful for various private and public establishments. This will enable companies to cover medical needs related to Kovid-19 to their employees. 



Health Workers Insurance Policies Special Covers



This type of group insurance policy will also prove to be very useful for doctors, nurses and other health workers fighting against the corona virus.

In this, the insurance amount has been kept from Rs 50 thousand to Rs five lakh. All the conditions and rules for group insurance will also be the same as those prescribed for individual corona kavach policy.

According to the guidelines of the Insurance Regulatory and Development Authority (IRDAI), for a short term the policy can be for three and a half months, six and a half months and nine and a half months.



The insurance amount in this range from Rs 50,000 to Rs 5 lakh (in multiples of Rs 50,000). According to the regulator, the premium payment will have to be made once and the premium amount will be same in the whole country.

 



Covers Other Disease –Great Benefit

 


According to the company, if the patient has other disease with Kovid-19, then the cost of treatment on it along with virus infection will also come under its purview.

 



Why Insurance Companies Taken these Steps Now

 


The insurance companies have taken this step following the deadline of the insurance regulator IRDAI. Amid increasing cases of corona virus infection, the Insurance Regulatory and Development Authority (IRDAI) had asked general and health insurance companies to present Corona Kavach health insurance policy by 10 July.

In this, the cost of road ambulance will also come under the ambit of hospitalization due to virus. According to HDFC Argo, the policy also covers the cost of 14 days of care in households. This will be for those who prefer treatment in their home. Apart from this, Ayurveda, homeopath and other treatment options will come under the purview of the policy.





How to claim Corona Kavach Polcy



The claim process of the policy is simple as regular health insurance policies with no such difference. The policy can be claimed either for cashless or for reimbursement benefit. The claim steps are mentioned below:




The first step is to inform the insurer when a claim arises. The claim initiation depends on the type of hospitalization which has been maintained in case of panned and emergency hospitalization for 24 hours and 72 hours respectively.

 



Second step for cashless claim, a pre authorized letter has to be submitted seeking cashless claim permission from the insurer. On the other hand, in case of reimbursement, the hospital bills are paid by the insured on his/her initially and register a claim later

 



In the last step on approval on the claim request, the insurer srttles the hospital dues directly or reimburses the expenses up to an admissible amount.

  • Replacement of hearing aids due to loss, misuse, or abuse.
  • Repair of hearing aids which are covered under a warranty; and
  • A hearing aid if a pocket talker is already covered by Medicaid, unless there is an increase in the recipient’s hearing loss, as established by the most recent audiogram, which makes the existing pocket talker ineffective.

State Hearing Aid Insurance Laws 


  • Arkansas (HB 1930 / Act 1179) in effect 1/2010Covered – Does not mandate coverage of the cost of hearing aids but rather requires insurance companies to offer coverage to employers in the state. However, if the employer chooses to add this option, the health plan must provide hearing aid coverage of no less than $1,400 per ear every three years for individuals of all ages.Limit – $1,400 per aid, every 3 years.

 

  • Colorado (CO SB 057) in effect 1/2009 Covered – Children under 18 Limit – 1 hearing aid per ear every 5 years, no limit on cost but deductibles and co-pays may apply.

 

  • Connecticut (SB 136) in effect 10/2001 Covered – The state Insurance Department issued a bulletin requiring insurance policies to remove age limits (statute applies to children 12 years of age and under) on hearing aid benefits for policies issued on or after January 1, 2016. Limit – $1,000 total, every 24 months.

  • Delaware (DE HB 355) in effect 1/2009 Covered – Children under 18 Limit – $1,000 per aid, 1 hearing aid per ear every 36 months.


  • Georgia (Ga. Code Ann Sect. 33-24-59.21 (2017)  Covered – Children 18 years old and under. Limit – Coverage up to $3000 per ear every 48 months. 


  • Illinois (215 ILCS 5/3562.29 (2018)) Covered – Children under age 18. House Bill 3503 requires “coverage for hearing instruments and related services for all individuals 65 years of age and older when a hearing care professional prescribes a hearing instrument.”



  • Kentucky (KRS 304.17A-132) in effect 2002 Covered – Children under 18 Limit – $1,400 per aid, every 36 months.


  • Louisiana (La R.S. 22:215.25) in effect 1/2004 Covered – Children under 18 Limit – $1,400 per aid, every 36 months.


  • Maine (ME LD 1514) in effect 1/2008, 1/2009, 1/2010 Covered – Children 5 and under took effect Jan. 1, 2008, children 6-13 takes effect Jan. 1, 2009, children 14-18 takes effect Jan. 1, 2010 Limit – $1,400 per aid, every 36 months.
